Make a new image. Any size will do.
Click on the gradient tool and make your settings match mine. (click here)
Do strokes across your image. To do this, click, then drag the cursor across the image and let go.
Go to the "Image" menu. Then "Adjustments". Then "Hue/Saturation". Check the colorize box and pick a color to colorize it to.
Dupliate the layer, and set it to overlay.
Go to teh "Filter" menu. Click "Distort", then "Wave". Make your settings like mine. (click here)
Duplicate the second layer and set it to overlay.
Now go to "Filter", then "Distort", then "Twirl". Set it to 100 degrees.
You're done! You should get something like this:
