Final Product: Functional Brushes in Photoshop 7.

When you find a brush set you want, right click and press "Save Target As". Save it to your desktop or somewhere that you can easily get to.
up "My Computer". Go to the C Drive, then Program Files, then Adobe, then Photohop 7, then Presets, then Brushes. Drag and drop your brush set (after you've unzipped it) into the Brushes folder.
up Photoshop. Click the brush icon. Click on the drop down arrow where you would usually select the brush you want to use. Then in the right hand corner, click on the blue and white arrow. Click on the brush set title that you just dragged and dropped into the Brushes folder.
A box should pop up that says "Replace current brushes with the brushes from brushtitle.abr?" The three options are "OK", "Canel", and "Append". Click "Append".
Now the brush should be appended and fully functional in Photoshop. Brush away!
