This effect will make it look like your image is a painting. Some people like to call it the "vector cheat", although I don't see how it looks vectory at all lol. Basically it just smooths out your image.
up PSP with your own image or the one I provide. (click here)
Go to Effects > Noise > Edge Preserve Smooth. Set it around 20.
Press ok, and you should get something like this:
