This effect will make it look like your image is "moving".up a new image in PSP or use mine. (click here)
Go to Effects > Blur > Motion Blur
Set the angle to around 240 and intensity to 40. Feel free to play around with these numbers.
Press Ctrl C, Ctrl Z, Ctrl L
Now it's time to play with the opacity. Go to Layers > Properties and set the opacity to 50. Now merge your layers.
