Let's face it: saving images in Paint Shop Pro isn't fun. You will always end up with a crap quality image, no matter how high you set the quality on. Photoshop has a much better way of saving, and it's called "Save for Web".
Once you're done with your layout/image/graphic, go to File > Save for Web. Make your settings match this:
You can edit my settings if you don't like them. Save, and you're done.
