This effect will add scanlines to your image. It's a pretty cool effect and looks nice on blends, etc.
up PSP with your image or the one I provide. (click here)
Go to Effects > Texture Effects > Blinds and make your settings like mine. (click here)
Press OK, and you should get something like this:
