up PSP with your own image or the one I am providing. (click here)
The color that your border will be is the foreground color (the top color on the right). Select a color for the foreground, and make the background (bottom color) white.
Click the preset shapes icon (all the way at the bottom on the left). Make your settings like mine. (click here)
Draw your box on your image like I did, then go to Layers > Properties. Make the opacity 70. Here is what I got:
