Make a new image (any size).
Go to Filter > Render > Clouds.
Next, go to Filter > Pixelate > Mezzotint and chose Short Strokes.
Then, go to Filter > Blur > Radial Blur. Match your settings to mine. (click here)
Press Ctrl F.
Duplicate the background layer and then go to Filter > Distort > Twirl. Set it to -200 and then dupliate this layer.
Set the duplicated layer to lighten and then merge the layers.
Dupliate the background layer and then press Ctrl U to colorize. Choose a color.
Then set the duplicated layer to overlay.
You're done! You should get something like this:
